Commentary
Occurs when a bit becomes Off. Value is guaranteed to always be the value when communication is successful. If the tag is a numeric type, 0 is interpreted as Off and anything else is interpreted as On. If it is a string, it is converted to a number first and then treated the same as a numeric type.
