AuthCandidateフォームプロパティがTrueのフォームの情報（Nameプロパティ、Titileプロパティ、AuthParamプロパティ）を２次元配列で返します。filterを指定すると、AuthCandidateがTrueのフォームのうち、AuthFilterフォームプロパティの記述内容がfilterの条件に該当するフォームのみを抽出対象とします。
