Gets the bar text property value.

Parameters

	Type:	Number
	The row index (0-based).

bar
	Type:	Number
	The bar index (0-based).

textId
	Type:	Number
	The index of the text (0-based).

name
	Type:	character
	The property name.

value
	Type:	General purpose
	The obtained value is stored.

	FALSE - Failure. TRUE - Success.
