Creates a reference counter and increments the current counter. The reference counter can be used as a semaphore for exclusive control from a screen, etc.

If the counter value before the increment is already the specified maximum value, it returns F. If the connection from the browser is disconnected for any reason, the counter is automatically decremented by the amount that the browser incremented.
